How the IEEPA Tariff Works
The International Emergency Economic Powers Act (IEEPA) lets the President levy extra duties on imports once a national emergency has been declared. Since early 2025, multiple rounds of these IEEPA duties have been added to entries, shown on CBP Form 7501 under HTS codes in the 9903 series. If a rate is subsequently paused, lowered, excluded, or invalidated, importers who already paid the original, higher rate may qualify for a refund through a Post-Summary Correction (PSC) or a protest.
Canada / Mexico — IEEPA Border Emergency
Additional duties tied to the IEEPA border/fentanyl emergency actions on Canadian and Mexican-origin goods. Several rate changes and exemptions have been issued since the initial order.
China — IEEPA Fentanyl Emergency
Additional duties on Chinese-origin goods tied to the IEEPA fentanyl emergency action, layered on top of any existing Section 301 duties.
Country-Specific IEEPA Orders
Broader range of country- and product-specific additional duties issued under sequential IEEPA executive orders.
Reciprocal Tariff Actions
Duties associated with reciprocal tariff actions announced under IEEPA, including country-specific rate tables and product exclusions.
Exemptions, Exclusions & Rate Modifications
Codes used to claim exemptions, product exclusions, or modified rates carved out of earlier IEEPA actions — often the source of the largest refund opportunities when a pause or rollback applies retroactively.
